Grant Count Public Utility District

eureka software created an
interactive document library DVD for Grant County. This application included
their Final License Application, Response and Recommendations, Terms and
Conditions, and Additional Relevant Relicensing Documents for the Priest
Rapids Project that was submitted to the FERC. This was created for internal
use and will be exceedingly helpful in preparing their response to the
FERC’s Draft Initial Environmental Statement. The DVD is a collection of
indexed and searchable documents.

Progress Energy

its technological ingenuity and innovation in the publication of interactive
documentation on CDs.
For Progress Energy eureka created
an interactive fully linked and searchable three-CD-set for their Draft Application for License of the
Yadkin-Pee Dee River Project. This was submitted to the FERC in November of
2005.
eureka software has been nationally
recognized by FERC and license application reviewers as being the leader in
production of electronic documents filed with FERC. Progress Energy and
eureka are currently preparing to publish the final application for the

Tacoma-Ames represents two of the oldest hydro generating facilities in the
nation. eureka software built a relicensing web site to organize
process and meeting information but also to emphasize the
time period and location of this project while designing and implementing a
structure for the two separate project areas of the Tacoma Project and the
Ames Project. Both sites are accessed from the same main page while each site
maintains information specific to its project. |
Douglas County PUD
Washington

eureka software designed and
created the Wells Project Relicensing web site for Douglas County PUD. The
site was designed specifically to accommodate the long-term process of hydro
relicensing sometimes taking up 7 years to complete. Douglas has chosen to
do an Integrated License Process (ILP). The Douglas PUD license
for the Wells Project will expire in 2011. It was also designed to be easy
to maintain by PUD personnel. The project included substantial architecture,
upscale design, and database design and integration to facilitate management
of a complex relicensing process. The site is expandable and has viable
capabilities that can be maintained throughout the length of the
process. In-house training was provided for key personnel to be able to
update and maintain the web site and its data.
Database-driven active server pages
provide Douglas PUD with one point of entry for meeting and correspondence data creating a
long-term record of participants, meeting dates, and correspondence
between Douglas PUD and its stakeholders and the general public. This data
is parsed throughout the site to make it easy to maintain
with less errors.

Sacramento Municipal Utility District

eureka software recently published the Application for New License for
Sacramento Municipal Utility District’s (SMUD) Upper American River Project (UARP)
FERC No. 2101. The Application for New License for UARP and the 400MW Iowa
Hill Pumped Storage Development was filed as a printed 8 volume set and as a
searchable 12 CD set with the FERC on July 15, 2005. An additional single DVD
containing the entire license application was included in the filing.
The project
consists of 11 reservoirs and eight powerhouses with supporting tunnels,
penstocks and transmission lines.
The print and electronic filings were a culmination of 5 years of
collaboration between eureka software and SMUD’s Relicensing Department to
process all of the documents necessary for the digital and print filing.
eureka software's unique publishing process allowed the concurrent publication
of both a print and an electronic version of the documentation to be filed at
the same time. The corresponding web site followed the process throughout making documents and meeting
information publicly available. The underlying technology developed for the web site
also facilitated the publication of the Consultation Record.
eureka software managed and produced all aspects of this publishing endeavor
from design and architecture through CD duplication/printing and hand
packaging into custom-designed cases. Our attention to detail in such
a complex project included personally overseeing the final packing to ensure
quality control of the product and timely shipping to FERC and the client. |

This CD-ROM publication of compliance documents
was submitted to the FERC on July 11, 2005. The publication of these documents
for electronic media involved the organization of the file structures,
generation of PDFs with corresponding bookmarks, and a tenacious attention
to detail in QC, assembly and production of the CD. Multiple documents were cross-linked
with each other to ensure accessilibity to all elements of the filing.

Web surfers can now access Recreation, Power, Fish, Wildlife and Relicensing
information on the newly designed and reorganized web site. The site was
designed by eureka software to integrate into the current Tacoma Power
web site and to provide easier access to a complex amount of information.
Four hydroelectric projects are featured with information about recreation
facilities, reservoirs, wildlife, fisheries, and relicensing. An added feature
is the Find a Park database which allows users to check areas of interest and
retrieve a list of park facilities matching their selections.
As with any complex web project, excellent collaboration between client and
developer was the key to providing the best information and imagery for the
web site and to develop and organizational structure that nor only works on
the outside but functions well “under the hood”. Because of this the site went
live without a hitch and slipped right in to the existing Tacoma Power web
structure. |

eureka software created two web
sites to facilitate PG&E's DeSabla-Centerville hydroelectric relicensing
process. One site allows public access to relicensing documents and the
other site allows access only to the designated relicensing team. Both sites
use Sharepoint Team Services technology to manage the process and the documents and
were customized specifically for the Desabla-Centerville relicensing
process.
Sharepoint Team Services technologies
provide document management, creation of lists such as contacts lists,
integration with Office 2003, a calendar, correspondence and meeting
summaries to facilitate communication and access to important information.
Eureka Software's expert knowledge of these technologies means we can design
and implement a Sharepoint solution to manage any process. It's not just for

and track the compliance process. Features include the ability to import data
from legacy applications such as Compliance-to-go, detailed report generation,

reminder letter generation, integration with process management software, and other useful activities to manage the complex
compliance process. |

Public Utility District No.2 of Grant County,
Washington

 eureka
software, inc. recently published the Final License Application for the
Priest Rapids Hydroelectric Project FERC 2114 for Public Utility District
No. 2 of Grant County, Washington. The Final License Application was filed
as a printed 40 volume set and as a searchable 3 CD set with the FERC on
October 29, 2003. The project of over 1200 megawatts is the largest Federal
Energy Regulatory Commission licensed project owned and operated by a public
utility district.
The print and electronic filings were a culmination of
months of collaboration between eureka software and Grant County Public
Utility District’s Relicensing Department to process all of the documents
necessary for the digital and print filing. eureka software’s unique
publishing process allowed the concurrent publication of both a print and an
electronic version of the documentation to be filed at the same time.
Electronic filing
significantly reduces the cost of the filing process and utilizes digital
documents created to be individually navigable as well as accessible

to paper and to CD ROM, involved a complex synchronization of the printing
process with interactive digital

This site is a premier example of
eureka software's web development and interface capabilities. It was
designed to facilitate a federal hydropower relicensing process and to
integrate with SMUD's existing web structure. It incorporates complex
document management as well as database integration into a functional and
accessible interface. |

eureka software designed,
installed and configured Microsoft's SharePoint document services site as a
component to SMUD's intranet for relicensing including custom training
sessions. This product is being used to manage the thousands of documents
involved in the hydro relicensing process and allows high levels of control
and organization of the document process. |

designed specifically for SMUD's needs. Included were custom training
manuals, a training web site and on-sight instructor-led training sessions. |
Sacramento Municipal Utility
District's Upper American River Project Archival Library and
Correspondence Database
eureka software scanned and
organized thousands of archival documents and correspondence collected over a period
of 50 years from the UARP relicensing library. A database was created from
an Excel spreadsheet which was used to provide data to a searchable intranet site to
access the documents. The library is divided into a public and private
section using password controlled access to segregate private documents. The
library is available on SMUD's intranet and also on DVD. |

Cosumnes Power Plant
Web Site and CD-ROM created for Sacramento Municipal Utility District
This site was designed to
facilitate the licensing process for a new power generation facility and
includes complex document management on an accompanying CD ROM of the
Application for Certification needed to license the facility. eureka
software also created the companion web site for CPP. |

Chelan County Public Utility District, WA

Lake Chelan and Rocky Reach Relicensing
These sites for the Chelan County Public Utility District
are an information resource for agencies, organizations and public interest groups, as
well as anyone else interested in the relicensing of the Lake Chelan and the Rocky Reach
Hydroelectric Projects. These sites are being published
semi-annually on
CD-ROM.
Another related product
is the interactive kiosk eureka software developed for the
Rocky Reach Visitors Center. Click on the CD to the right for more

Chelan PUD Hydro Kiosk was
produced to educate the public about hydropower projects. This
informational kiosk is located at the Chelan County PUD's Rocky Reach Hydropower Visitor's Center.
It shows
in detail the current and past projects and visions of the Public
Utilities District. The Kiosk utilizes digitized video including an
interactive multimedia video-tour. We have also produced this kiosk
in a CD-ROM format that is being used in public school
systems. |

Puget Sound Energy

The Baker River Project Relicensing ICD was published in a CD ROM format for
submission to the FERC. eureka software took the existing electronic document
and prepared it for publishing. This included the bookmarking and QC of the PDF
document as well as development of a user interface and burning of a master CD
for reproduction.

Avista (Washington Water Power)

Spokane River Project Hydro Relicensing
The Spokane River Relicensing Web Site was designed to integrate into the
existing architecture of Avista Utilities corporate web site. The Clark Fork
Site was an additional design that paralleled the Spokane River Relicensing
Site. |

The Washington Water Power Public Information Kiosk (Avista)
was developed for relicensing purposes for the Noxon and Cabinet Gorge
Projects. It consists of four main sections highlighting their
hydroelectric projects through various mediums: text, photographs, video
tours and interactive slide shows. |

The Washington Water Power Natural Gas Kiosk (Avista) was
developed to educate the public about natural gas as a viable energy source. It
utilizes video, text, and slides, an interactive walk through of the
installation of natural gas, and a database to determine gas availability for
the potential customer. This kiosk was a successful marketing tool for
WWP (Avista) averaging
over 15,000 hits per month of operation.

PDF Training
eureka software provided in-house training for Adobe
Acrobat Portable Document Format. We also consulted with Idaho Power on the
installation and use of SharePoint Services within the scope of their project
and document management system.
