The Public Website for the Relicensing of Pacific Gas and Electric Company's Drum-Spaulding Project, FERC Project No. 2310

Welcome to Pacific Gas and Electric Company's (PG&E) Drum-Spaulding Project Relicensing Public Website. This is an information resource for parties interested in the relicensing of PG&E's Drum-Spaulding Project (FERC 2310).  

 For Process Information

As described below, PG&E is coordinating its Drum-Spaulding Project and Rollins Transmission Line Project Relicensings with NID's relicensing of the Yuba-Bear Hydroelectric Project.  As part of that coordination, PG&E and NID have placed all common process-type information for the three Relicensings on NID's Yuba-Bear Hydroelectric Project Relicensing Website.  This information includes: 1) an Event Calendar that includes upcoming meetings (notice/agenda and location) and information from past meetings; 2) an Action Item Log, which includes major commitments and decisions made by the Licensees and relicensing Participants during the Relicensings; 3) Relicensing Schedules, which include the schedule for the Relicensing as well as for environmental studies; 4) Communication Guidelines; 5) Process Information Sheets; and 6) Technical References; and Draft Study Proposals, which includes study proposals in collaborative development by study proposal development workgroups.  Drum-Spaulding Project (FERC 2310)

The Drum-Spaulding Project is located in Nevada and Placer counties, California, and consists of 29 reservoirs, twelve powerhouses, six overhead transmission lines, three diversion dams, and various water conduits, recreation facilities and other associated facilities and structures.  Project dams are located primarily on the South Yuba River, Bear River, North Fork of the North Fork American River, and associated tributaries.

Project facilities range in elevation from 7,820 feet at White Rock Reservoir (above Fordyce Lake) to 435 feet at the Newcastle Powerhouse discharge into Folsom Lake.  Major reservoirs of the Project include Lake Spaulding (74,773 ac-ft) on the South Yuba River, Fordyce Lake (49,903 ac-ft) on Fordyce Creek above Lake Spaulding, Lake Valley Reservoir (7,964 ac-ft) on the North Fork of the North Fork American River, Culbertson Lake (3,150 ac-ft), and Meadow Lake (4,935 ac-ft) on a tributary to Fordyce Creek.  All other Project reservoirs are less than 2,000 ac-ft.  The twelve powerhouses have a combined normal operating capacity of 190 MW.  For more information on the Project please click on “Project Maps, Schematics & Fact Sheets” on the Quick Launch menu.
 PG&E's Relicensing Objective

Obtain a new FERC License for the existing project and economic improvements at a transaction cost and with license conditions that will provide safe, economical, and reliable electric generation in a responsible and environmentally sensitive manner over the term of the license.
 Web Site Purpose

The purpose of this Drum-Spaulding Project Relicensing Public Website is to make available to federal, state and local agencies; non-governmental organizations; and individual members of the public who may be interested in the Relicensing: 1) documents and material developed by PG&E during the Relicensing; and 2) information regarding the Drum-Spaulding Project Relicensing proceeding. The index to your left is divided into sections related to the Relicensing proceeding, and is periodically updated by PG&E. Click on the item in which you are interested. Please note that much of the information on this Public Website is in portable document format (pdf) or similar format, and some items appear blank until information is completed or published.

 

Each participant in the Relicensing proceeding for the Drum-Spaulding Hydroelectric Project can register with FERC to receive a notice each time FERC posts a document to FERC’s website regarding the Relicensing.  To register, go to FERC’s website at www.ferc.gov. Click on "Documents and Filing," then "eSubscription." The website provides further instructions.

 Current FERC License

The current license for the Project expires April 30, 2013. PG&E intends to apply to FERC for a new license (Relicensing) using FERC’s Integrated Licensing Process (ILP), as described in Title 18 of the Code of Federal Regulations (CFR), Subchapter B, Part 5. Consistent with these regulations, PG&E intends to file with FERC a notice of intent to apply for a new license (NOI) and a Pre-application Document (PAD) after November 1, 2007 but no later than April 30, 2008. PG&E plans to file an application for new license by April 30, 2011.
 Yuba-Bear/Drum-Spaulding/Rollins Relicensings

NID and PG&E each own and operate FERC-licensed projects primarily located on the Middle and South Yuba rivers and the Bear River in California.  These projects include NID's Yuba-Bear Hydroelectric Project (FERC  2266), PG&E's Drum-Spaulding Project (FERC 2310) and PG&E's Rollins Transmission Line Project (FERC 2784).  The FERC licenses for these three projects all expire on April 30, 2013.  NID and PG&E each intend to apply for new licenses for their respective projects using FERC’s Integrated Licensing Process.  Because these three projects are located in the same watersheds and have concurrent license expiration dates, NID and PG&E have decided, to the extent practical, to cooperate and coordinate on their relicensing efforts.  Through this effort, NID and PG&E hope to: 1) maintain and enhance the overall comprehensive value of the projects; 2) develop with agencies and other interested parties a comprehensive plan for the management of resources affected by the projects; 3) streamline the relicensing process for agencies and other interested parties by coordinating the release and format of information; and 4) reduce the relicensing costs for NID, PG&E, agencies and other interested parties by sharing information and studies related to the projects.
