The Public Web Site for the Relicensing
of the DeSabla-Centerville Project, FERC #803

Welcome to Pacific Gas and Electric Company's (PG&E) DeSabla-Centerville Project Relicensing Website.  This is an information resource for the parties interested in the relicensing of PG&E’s DeSabla-Centerville Hydroelectric Project, FERC Project No. 803 (Project).

 The Project

The Project is located on Butte Creek and West Branch Feather River in Butte County, California and generally consists of 3 reservoirs, 3 powerhouses, 14 diversion and feeder dams, 5 canals, and associated equipment and transmission facilities.  The installed capacity of the three powerhouses is 26.6 megawatt (MW).

 The License

The current Project license expires October 11, 2009 and PG&E is seeking a new license to continue operation of the Project under the Federal Energy Regulatory Commission’s (FERC’s) new Integrated Licensing Process (ILP) as established in regulations issued by FERC July 23, 2003 (Final Rule, Order No. 2002) and found at 18 CFR Part 5.  The new ILP was created to provide a more efficient and timely licensing process than the existing Traditional and Alternative processes, and to provide appropriate resource protection through better coordination of the licensing process with federal and state agencies and Indian tribes with authority to condition FERC licenses.  Complete information regarding the FERC’s new ILP is provided on the FERC’s website at http://www.ferc.gov.  This will be one of the first uses of the ILP nationally, and the first use of ILP for relicensing a hydroelectric project located in California.

 Project Objective

PG&E’s objective during relicensing is to obtain a new FERC license for the existing Project and economic improvements, if any, at a transaction cost and with license conditions that will provide safe, economical, and reliable electric generation in a responsible and environmentally sensitive manner over the term of the license.
